Your browser may be blocking you from downloading files ect, to be able to resolve this please follow these steps below -
Go the right side of your address bar
Click the download icon on your browsers address bar or the 3 ... on the top right.
Click "continue to allowing automatic downloads of multiple files" and select done
Once you have done this, it should then allow you to download as normal.
